The council considered the additional HMO licensing scheme proposal on 12 March 2024 and approved the designation of a new additional HMO Licensing scheme for 2024-2029. Read the public designation notice.
Background
In 2019, we introduced a borough-wide additional houses in multiple occupation (HMO) licensing scheme, to ensure residents who live in this sector live in safe and well-maintained homes.
All HMOs in Haringey are now subject to licensing, either under the extended mandatory licensing or under the borough-wide additional licensing scheme.
HMOs will require an additional licence if they are rented to at least 3 people who are not from the same household but share facilities like a bathroom and kitchen. Properties converted into self-contained flats that do not meet building regulations are also considered HMOs and will need a licence under this proposed scheme.
The current additional HMO licensing designation in Haringey is due to come to an end on 26 May 2024 and therefore, a new scheme is being proposed to replace this. If approved, this will start in or around May 2024.
Introducing new additional HMO licensing can provide more powers to help tackle poorly-managed privately rented property. Building upon the existing licensing scheme, the council will continue to improve living conditions for residents living in HMO accommodation and ensure they have a better quality of life.

We commissioned a report to explore HMO’s in Haringey – this included the outcome of our current additional HMO licensing scheme. Following a detailed analysis, the report highlighted the challenges the private rented sector faced and the need for a renewed scheme.
