From 3 February to 9 March 2020, we consulted on changing the Community Infrastructure Levy Governance document to:
- allow us to spend Neighbourhood CIL in a different area to where it was collected
- make the necessary amendments to the document to give effect to the same

In total 86 responses were received to the consultation:
- 27 responses (31.4%) supported the proposed amendments
- 50 responses (58.1%) opposed the proposed amendments
- 9 responses (10.5%) did not indicate a clear for or against position
Having regard to the responses received to the consultation, we decided to amend the CIL Governance document and allocate NCIL across the borough via a fairer approach.
A list of projects for NCIL spend has now been approved. These projects were identified by the community through the NCIL spending consultation in October to November 2018 (round 1 consultation) and have been selected for delivery following:
- the CIL Regulations 2010 (as amended)
- the criteria in our CIL Governance document for prioritising infrastructure projects to be funded by CIL
- Borough Plan priorities
