What Enfield Council is doing
Haringey’s neighbouring borough of Enfield is proposing a quieter neighbourhood (QN) scheme in Bowes East. The scheme is aimed at reducing the speed and volume of motor traffic in the area.
Their initiative seeks to create a safer and more attractive environment for people to use active and sustainable travel options, such as walking and cycling. The long-term benefits include:
- improvements in people’s health
- less congestion
- safer roads
- improved air quality
In January 2024, Enfield Council engaged with residents in the Bowes and Woodside areas on a proposal for a QN for Bowes East, and consulted with Haringey residents living just south of the borough boundary.
The proposal includes banning right turns for motor traffic on Enfield’s roads – from Berkshire Gardens and Grenoble Gardens onto Green Lanes and from Hereward Gardens, Princess Avenue, Tottenhall Road and Upsdell Avenue onto Wolves Lane.

Our response
We are working with Enfield to understand how their proposal could impact Haringey residents and our road network.
Enfield is currently collecting pre-implementation traffic surveys and producing a traffic impact report.
Once we receive this report, we will be able to:
- analyse the information
- understand potential impacts
- advise on the potential risks of our roads suffering from any displaced traffic
We want to support any plans which aim to improve the health and wellbeing of residents through active travel (such as cycling and walking), good air quality and safer roads. We understand Enfield's reasons for starting this scheme. However, we want to make it clear that these efforts should not negatively impact our residents or road network.
