What you need to apply for a Blue Badge

Part of: Blue Badge scheme

You may be automatically eligible for a Blue Badge or we may need to assess you to see if you’re eligible. 

You must provide proof of: 

  • your address 
  • who you are 
  • your eligibility 

Proof of address 

You must provide either a: 

  • current Council Tax bill or reference number we can check against our records 
  • signed assured shorthold tenancy letter or a signed housing association or council tenancy agreement 
  • recently signed and dated letter from HM Revenues or Department of Work and Pensions (DWP) 
  • driving licence photo identity card showing your current address 

Proof of who you are 

You must provide either: 

  • a driving licence photo identity card showing your current address 
  • a scan or copy of the information page of your current passport 
  • your birth or adoption certificate 
  • a marriage or civil partnership certificate 
  • a divorce or dissolution certificate 

Proof you automatically qualify for a Blue Badge 

You’ll automatically qualify for a Blue Badge if you’re aged 3 or older and: 

  • get Disability Living Allowance (DLA) / Personal Independence Payment (PIP) 
  • get a War Pensioner's Mobility Supplement 
  • are registered blind 

You must provide proof of your eligibility. All proof must be dated within the last 12 months. 

DLA / PIP 

Provide one of the following: 

  • DLA – a full copy of your current entitlement letter showing you get the Higher Rate Mobility Component of Disability Living Allowance 
  • PIP – a full copy of your entitlement letter showing you receive PIP because you cannot walk more than 50 metres (or a score of 8 points or more under the ‘moving around’ activity of the mobility component) 
  • PIP – a full copy of your entitlement letter showing you get the mobility component of PIP and have obtained 10 points specifically for Descriptor E under the ‘planning and following journeys’ activity, because you’re unable to undertake any journey because it would cause you overwhelming psychological distress 
  • PIP – a full copy of the entitlement letter showing you score 10 points in the ‘planning and following journeys’ part of your mobility assessment. This must be the 10 points which says, ‘Cannot undertake any journey because it would cause overwhelming psychological distress to the claimant’ 

War Pensioner's Mobility Supplement 

Provide one of the following: 

  • a current copy of your entitlement letter showing you receive a War Pensioners’ Mobility Supplement 
  • proof you’ve received a lump sum benefit within tariff levels 1-8 of the Armed Forces and Reserve Forces (Compensation) Scheme and have been certified as having a permanent and substantial disability that causes inability to walk or very considerable difficulty in walking 

Registered blind 

Provide a copy of your Certificate of Visual Impairment showing severely sight impaired/blind (formally known as BD8 certificate). 

Proof you may be eligible for a Blue Badge 

If you do not automatically qualify for a Blue Badge, you may still be eligible. 

You must provide proof of your health condition and supporting evidence from a certified expert assessor. The certified expert assessor can be an occupational therapist, physiotherapist etc. Your GP cannot be your expert assessor. 

If you don’t have supporting evidence from a certified expert assessor, and if appropriate, we may refer you to the Whittington Health Trust for a physical mobility assessment. This will help us decide if you’re eligible for a Blue Badge. 

Walking 

You can apply for a Blue Badge if: 

  • you cannot walk at all 
  • you cannot walk without help from someone else 
  • you cannot walk without using mobility aids 
  • you find walking very difficult due to pain, breathlessness, or the time it takes 
  • walking is dangerous to your health and safety 

You must provide proof of: 

  • your walking difficulties 
  • the underlying medical conditions causing your walking problems 
  • the dangers to your health as a direct result of efforts to walk if walking is dangerous to your health and safety 

You have a terminal illness which means you cannot walk or find walking very difficult 

Provide either: 

  • a copy of your DS1500 form 
  • an official letter on organisation letterhead from: 
    • your medical consultant 
    • a hospice doctor 
    • Macmillan Cancer support or similar organisation 

You have a severe disability in both arms and drive regularly, but cannot operate pay-and-display parking machines 

Please provide: 

  • supporting medical evidence from a certified expert assessor confirming your disability and saying how your car’s adapted for your use 
  • your vehicle registration or insurance documents giving details of how your car’s been adapted for your use 
  • if you have a vehicle registered in your name, a copy of both sides of your photocard driving licence 

You have a child under 3 with a medical condition who must always be near a vehicle in case they need emergency medical treatment, or they always have bulky medical equipment with them 

You must provide supporting evidence from a certified expert assessor: 

  • confirming and outlining your child’s medical condition 
  • confirming your child’s need to always be near a vehicle so they can be treated in the vehicle or quickly driven to receive emergency treatment, or the need to always travel with bulky medical equipment 

You’re always at high risk to yourself or others near vehicles, in traffic or car parks, eg you can wander around without being aware of your surroundings or the danger from traffic 

You must provide either: 

  • supporting evidence from a certified expert assessor confirming your disability and how conditions cause these problems 
  • for children – Special Education Needs (SEN) reports (now Education, Health and Care (EHC) plans) clearly stating the condition and effects they cause 

You struggle severely to plan or follow a journey 

Supporting evidence from a certified expert assessor to confirm the disability and how these conditions affect you. 

You find it difficult or impossible to control your actions and lack awareness of the impact you could have on others 

Supporting evidence from a certified expert assessor to confirm the disability and how these conditions affect you. 

You regularly have intense and overwhelming responses to situations causing temporary loss of behavioural control 

Supporting evidence from a certified expert assessor to confirm the disability and how these conditions affect you. 

You frequently become extremely anxious or fearful of public/open spaces 

Supporting evidence from a certified expert assessor to confirm the disability and how these conditions affect you.
